Kim was (for some reason) chosen to give a speech during the Liberty Medal Award presentation to Former Defense Secretary Robert Gates at the National Constitution Center in DC last night. The actress, who has bouts with the bottle in the past, gave a slurred speech in front of Lord knows how many military personnel.
