Okay - I just watched that video three times, and have no idea how that is. I love science/chemistry, but I’m with you… WTF?

There is probably dry ice under the towel and touching the bottom of the bowl through a hole cut in the towel. The bowl would be _extremely_ cold (-109F) which causes the water to freeze on contact…

Actually, it isn’t dry ice under the bowl. That’s what I assumed until I actually saw it coming out of the bottle.
The water in the bottle is actually COLDER than freezing, but only slightly. The key however, is that the water in the bottle is UNDER PRESSURE until the lid is taken off (Boyle’s Law). That allows it to achieve a ‘below freezing’ temperature without changing to ice. But once the pressure is relieved, it only takes a slight ’stress’ to make it phase change. In this case, as it is poured from the bottle, it loses pressure and is then able to change to ice…but since the bowl is warmer and so is the air, it then begins to melt again.
You can do it yourself. Just open a bottle and fill it to the top. Seal it and stick it in the freezer. Keep an eye on it and don’t let it freeze. Take it out and open it, pouring some directly in your mouth…you will get a little ice to form in your mouth before the heat of your tongue re-melts it. Our try pouring it like they did here. Maybe they chilled the bowl a touch too, but I didn’t see any condensation on it.

It’s actually a child’s product (toy) that I have seen since at least Christmas time! They were using it around a Chresh scene or Gingerbread house to appear like snow-just add water-it was about $20.00
It feels like it’s cold and gooey but it just slips off your fingers.
